  1. Change the constitution:
    1.1. Make the election to the House use proportional lists by state.
    1.2. Move most of the competencies of the Senate to the House. Replace the current Senate with state government representation like the German Bundesrat or the European Council (but weaker).
    1.3. Introduce a prime-minister office to lead the government, elected by the House. Remove most executive powers from the presidency.
    1.4. Put term limits on the supreme court, and make the election happen by 2/3 majority in the house to avoid partisan crackpots.
    1.5. Change budget rules to prevent shutdowns, by keeping a limited version of the previous year's budget if a new one is not approved
    1.6. Limit presidential veto

  3. Spend the time until the elections checking which conspiracy theories are true
  4. Resign
