Because Tom Brady carried that franchise for two decades. I bet Josh McDaniel's playbook was actually created by Tom Brady. And the reason it doesn't work in New England or whenever a coach leaves New England is because Tom Brady isn't running it. He probably knows exactly which plays work, how to adjust the lineup, etc etc.
