Who do they pay the licensing fee to?

Good question. From what I gather from infowar's wikipedia article I guess it will be paid to infowar's parent company which owns the IP. Before The Onion showed interest in acquiring infowars, the company was supposed to be liquidated with most of the proceeds going to the Sandy Hook families.

They tried, the offer was rejected, so they came up with this alternative. Wikipedia has all the info if you want to know more.
