Its a meme but I think that was the point. Cold war was winding down and there was a lot of mistrust. I'm pretty sure it was to show there are kind families everywhere.
His parents are portrayed as some of the sweetest people in the series. Adopting a Klingon child, trying to help him with his heritage and also with fitting in on Earth.
I am sure that you are right, ST:VI was also about the new world order and was around the same time.
Pretty sure Klingons were the Russian analog in TOS, so I am fairly certain it was an internal joke.
