The article is gone now, I assume that was fake news. And thanks god for that! They wouldn't change a rule that changes both attacking and defensive play completely with a half-year notice. And after all: this wouldn't change anything about what we consider bad about offsides right now -- tight offsides will still be given, the position would just be different.
