Does anyone know how to achieve this type of weather or not it was on a digital camera or film. If on film does anyone know the type of film used Or if digital a preset or instructions too get this type of look.

Looks like a $5 35mm point and shoot with on board flash with Kodak Gold or ultra.

Looks like a digital camera using on-camera flash. The lack of red eye suggests it probably isn't film.
