the ginobili resurgence is crazy. it really looked like he should've hang it after the heat finals loss, but he was their best player according to many advanced the next year and had a couple seasons more left in the tank

Good Blocks = Blocks that the defense recovers. These are worth way more than blocks that are sent out of bounds or are recovered by the offense.

This doesn't consider contesting beyond blocks. Evaluating contesting is extremely messy. Rudy Gobert doesn't appear on this list but was massively impactful in the regular season, due to his insane rim deterrence and rim contest ability.

Think of this stat as "How many hugely positive defensive plays did a player make per 100?" It does not tell you how many hugely negative plays a player makes, like committing shooting fouls, or perhaps recklessly gambling for steals.

Fwiw, the lineup data disagrees with you. When Cousins was on the court during that stretch his team improved massively on defense.

STOP% is a boxscore stat.

DRAPM is a lineup based plus minus stat.

They are independent of each other, meaning DRAPM does not consider boxscore stats at all.

He ranked highly in both which makes it way more likely he was actually an impactful defender.

Boogie was known to do some dumb shit on the court, but essentially the positive stuff he did on the court outweighed it. STOP% is just considering steals/offensive fouls drawn/blocks, but its important to note he was also a really good defensive rebounder for a center which also gave him some value on that end.
