It almost seemed like they were going to for Picard season 3... then just more Borg.
Edit: The look of the Shrike alone hints at it a bit.

You know, they really should have gone back to the conspiracy episode bugs!
But… I guess the Borg were the Big Bads of TNG, and PIC s3 was very TNG-focused, so I guess it makes sense.
I think it wouldn’t have induced as many eye-rolls if Voyager hadn’t severely watered the Borg down in the intervening years since TNG and First Contact.
Did Picard start getting good? I thought it had a promising start, but I'm not even sure we finished the first season.
Skip to 3. You're not missing much, other than a couple new characters and more Borg. The last season panders to the fans more, but is oddly better for it.
Maybe Mrs. Noodle and I will second-screen the second season for a little context.
