The PNW doesn't really build artificial human-made drinking water reservoirs in most places. The typical water system depends on mountain snow slowly melting and sending water downhill where it flows into rivers and is sent through hydro turbines, irrigates crops and is tapped for drinking water. But the reservoir for summer water (when it doesn't rain) is natural mountain snow melting.
Also, wells are going dry in the pnw in summer.

On planet earth, we could start by planting more trees. Trees release organic compounds into the air that seed clouds and increase rain. The clouds they make cool the climate.
Trees make about 40% of the rain over land.
