Delete /home/username/.wine directory
Then in terminal run: winecfg
Literally does what you want! You WILL lose anything installed in default prefix, like games/apps, if you didn't make separate prefixes for them.
Edit: Just saw you're running chromebook, the locations might differ. My notes were for Debian/Ubuntu & their flavors.

When you are the CEO, and you make decisions, and you own your own stock - wouldn't everything you ever do be with insider info? It is just honor system pinky-promise to act in good faith? I mean that sounds super effective.
