Some inflation is a good thing. It keeps money moving, which is absolutely crucial to the system as it is. Wages do need to rise with or outpace it, though.

It's very unlikely to happen, but Canada effectively shares a huge border with Russia via the north. It's not Alaska or bust, and there's been a decent amount of talk about Arctic security in the last decade or so.

The text OP provided explains that. It's a percentage of total linux users, not a percentage of computer users in that country.
