Easy. Slap on an annual registration fee directly proportional to weight. Shit, just make it half the sale weight of the car for any non-EV, and half that again for EVs. Peg the ratio to inflation after that.

I want them to actually chuck a handful of small spacecrafts as far as they possibly can in orthogonal directions, then have them take parallax images for the nearest pulsars we don't have direct distance measurements of. Long COVID happens at a WAY higher rate than ME/CFS does with any other illness. In an oversimplification, they're basically the same thing. COVID is the first disease we've found that can reliably trigger ME/CFS, to the point where it got its own name.
The other reason they're pushing hydrogen has to do with Japanese infrastructure, so they could very well be aiming to do both anyway. Domestic hydrogen and international EVs.
