I would recommend reading an article before trying to come to conclusions about what it means.

Why would that lead to shoving a quote anywhere? Much of the marvel of this photo is the unusual circumstances around it.

They included a large number of words after the headline that expound on the topic.
I could see this being a fishing expedition looking for a “case” to rally folks behind and to muddy the waters.
