A little bit of extra context for that quote:
Ignoring the double entendre, the passersby might have been staring because of where the author was eating it, outside the store. The author is a white Australian girl, and Japanese people don't typically eat things standing around like that. It's not a judgemental thing, I don't think, but she was probably just standing out a lot more than she thought and so people were looking.
