Charlotte would've been a great fit for him. Melo would always feed him and he could effectively roam alongside a rim protector like Mark Williams.
Developing as a player takes a lot more than playing with a good guard. The Spurs have one of the best track records in the history of the NBA at developing players. The other 4 teams in the top 5 do not, Portland wouldn't have been terrible thought. Charlotte would have been absolutely terrible for his development long term compared to the Spurs. They are notoriously bad at drafting and developing players.
I mean sure, maybe it would be a better spot for his rookie counting stats. What reasons you have to believe that Charlotte is going to be better at developing him than a team like the Spurs who have a track record of taking guys drafted in the late teens and 20s and turning them into borderline all stars pretty consistently.
