I always wonder why in North America it's not common to have cross over lanes on the interstate and on highways.

They help for construction and could be extremely handy for situations like this.

We do have them during construction, and if you look closely you can often see where they used to be, but they're rarely kept in place after construction. Weird that they go to the extra work of removing them instead of just leaving them blocked with jersey barriers.

Here in Canada we have them. They are often used for snow plow turn arounds, construction staging, or radar. Sometimes people use them to turn around however this is illegal.
