Harambe memes were popular with 4chan neonazis and the like, they are shouting out to their base.

I feel like there would be a strong correlation between 4Chan from 10 Years ago and the trump administration today.

Exactly, the entire White House and DHS social media posts are now just cleaned up 4chan posts essentially. It's kind of surreal to think about how they are all being printed and stored in government archives, which is required by law of all official communication of the president. It will be such a trove for future historians if there are any.

No. Harambe was killed because a child fell into his enclosure. That child was black. Racists cake out in droves practically arguing that the ape's life was worth more than the child's.

The tweet is acknowledgment of that. The 'patriotic' moniker only makes sense for someone who believes black people are the enemy.
