I am trying to start a small center in the Philippines. I already have a client and he is the one providing our dialers. I would like to have my own dialer so that I can get another client. Any recommendation for a cheap dialer? I also need a dialer that can send and receive SMS without the TCR.

You won't be able to send SMS without registering your traffic with the TCR, so good luck with that.
