This rule is so dumb, it should be changed to something like a 4 second count, with additional time based on consideration of the player feeling the situation warranted more than that, like a dude is still laying on the ground under him.
If someone wants to hang on the rim and go nuts, cool, start a fast break and go 4 on 5, there is no need to punish this when the game already makes it a disadvantage.

Techs for hanging on the rim are the stupidest call in the NBA. First, it's safer to hang because you can control your landing. Second, it makes for a great visual and adds power to the dunk without directly disrespecting any other player. It's the most tame celebration you can do.

The second he does a pull up swinging mothing and extended hang its a tech, good call. There has to be a line somewhere unless you want to change the rule, which I'd be fine changing the rule but this is not on the refs this ones on Tatum imho.
