Literally just shoot on film
As well as 'shoot on film', I would also say that there's a big softbox light off to the left and a hair light to the right, and a fairly shallow depth of field.
Really depends what aspect of the image you want to recreate.
Some things this image features:
Soft focus
Shallow DoF
Extremely warm white balance
High film grain
Being printed, it also has that classic high black point

Looks like it’s light from a lamp, 50mm prime lens quite open, maybe f2.2 or 2.8 for that shallow focus plain. High ISO (800/1600 was high in the 90s) and then in post try to make it soft through a little noise reduction and decreased contrast. That’s my best guess how to recreate.
50mm or 85mm. Aperture f/2-2.8. ISO 800, and a fast shutter. Turn off any auto sharpening. Change AF to one shot and focus on a facial feature so the eye isn’t in complete focus (notice how the chin looks to be in focus). In post add warmth, reduce contrast, desaturate colors, adjust the dehaze, add rough grain, add a tiny bit of color denoise.
Softboxes always seemed to be warm in the 90s, they’re so white these days.
