My understanding is he hired a company that didn't have the required expertise, they painted the pool then dumped in a chemical that stripped the paint, and now the resulting thing looks like crap because that's what happens when you dump paint stripping chemicals into a painted pool.
Besides how can anyone vandalize it? There's police and national guard and whatnot everywhere in that area.
