Kentucky is one of like 4 states where he cant do that. It would trigger a special election. Which is exactly why the repubs are being cagey about it
Ok... Then start the process for the special election, and make it so that the election will be cancelled if proof is shown that McConnel is alive and able to perform his duties.
If that can't be shown by the date of the special election, then the election will take place.
Make the special election the default.
There's no law against being prepared. In fact, a competent government is prepared for many contingencies.
