It's murder even if someone is likely involved in drug trafficking. Nobody involved has been tried or convicted, and the penalty for drug trafficking is not death in any civilized country.

Singapore's "justice" system isn't civilized, though. It's draconian to the point of barbarism.

The double-tap was definitely a war crime. Attacking people in the water after their vessel was hit is literally the example they use in the part of the US Navy's manual in the section where they define war crimes.
