It comes out of the War Powers Resolution of 1973. Essentially, Congress delegated its war powers to the president and his loyalist. So, basically, it'd boil down to tRump and Pete Kegsbreath agreeing to nuke Iran. Maybe some in the military would not carry out the order, but how unlikely would it be that they couldn't find ONE MAGAt to carry out their orders?

Trump has threatened the end of Iranian civilization several times now. It’s what he does. He’s a bully and he threatens. And then he pedals back.
The only motivation I can think of is that the religious nutjobs want to bring about the end times. But what if Iran’s glass, life continues and nobody’s raptured? They only have this one chance and I could imagine it scaring them shitless.
There are some of these sects that have been predicting the End Times for hundred of years now. They're always wrong but they just say they must have gotten it wrong and just "calculate" another date and keep going. These are not rational people, the failure of their prediction is not going to snap them out of it or anything like that.
Crazy end-times dumbasses can always retcon their bullshit after the fact. There is centuries of examples of them doing it.
