Did anyone think you could pin it on one person/institution/event?

All systems risk catastrophic collapse when overwhelmed and resilience comes from multiple overlapping measures to try and avoid that.

Climate change is here and will increases the chances of these wildfires burning it off control and humanity as a species is going to have to adapt.

And resilience is usually the opposite of efficiency. It doesn't sell so well until something major happens.

No single failure explains the devastation of the LA fires, report finds :

Translation: The authorities are responsible along with their buddies.

I don't believe their story about the kid starting the fire, days earlier with no sightings of fire, until it pops up. Not with the verified stories of PGE's lines sparking in 100 mph winds.
