Edit: by now it's been corroborated bunches of ways, I just wanted to stop and think. X is owned by a manbaby that isn't beyond messing with the database for their own gain, and they did donate a bunch to the opposition.

You've got some soldering blobs that don't help, see attached image, they should look more like the left side than the right side. Some flux and heat would help tremendously, if you have flux.
Weird test, does your other mouse do this when this mouse is plugged in? Wondering if it's A PC side issue. If there is something on the PC that uses resources reliably when this mouse is plugged in, you'll likely see the same behavior when two mice are attached. (Use the old mouse, but keep ploopy plugged in)
