Are any of the TOS movies considered "bad"? I loved every one
The Final Frontier, the one directed by Shatner, gets the most flak. Meandering script, budget issues, making love to the mountain. Not their strongest effort.

TFF feels more like an extended episode of TOS than any other movie. Maybe that's not the best sales pitch for a feature film, but I love it.
I've said the same about Insurrection for ages and I like it a lot.
Was that the reason why Kirk was climing a Mountain?

The general received wisdom is the odd numbered movies are not as good as the even numbered ones. I don't disagree but that doesn't mean I wouldn't watch them.
3 is seen as pretty rough, but 5 is undeniably bad.
Watching Doc Brown as a psychopathic Klingon was highly entertaining. 10/10, would watch again.
The majority of 3 is tremendous. All the way up to the destruction of the enterprise.
The stealing of the enterprise on its own is worthy of accolade.
I thought 3 was amazing. It’s one of my favorites. It’s basically Star Trek II, part 2.
3 is great fun. Of all the odd numbered films, it’s the one I least understand the disdain for.

I think TSFS (III) suffers mainly because it follows TWOK (II). TSFS is a lot of fun, especially the theft of the Enterprise.
TFF (V), on the other hand, is definitely the worst of the TOS films.
All of them.
I still enjoyed them for what they were.
