Does this qualify as gender-affirming healthcare?
Almost certainly. Gender affirming care also includes things like breast reduction for men, and anything else that is done to make someone appear more like the stereotypical form of a given gender. It doesn't matter if you're assigned that gender at birth either.
Maybe? The article says he has trouble urinating and has to wear diapers. One of the goals of the surgery is so he can urinate properly and presumably not have wear diapers any longer. So I can sympathize with him. On the other hand, it doesn't appear that the surgery is strictly medically necessary either.
