When Sgt Angle outlines his theory that the killings are a conspiracy to build a rival supermarket on land where a highway bypass is to be built, only for the actual reason being that the people had an annoying laugh or their house was ugly was so brilliant. Love that movie.

Maybe Poltergeist? The HOA just moved the gravestones, not the bodies. Hence the whole haunting thing going on.
