Only Murders in the Building features the HOA. It's a TV show, and also I haven't finished it yet, so it doesn't quite fit your question. But it's also a good show.

When Sgt Angle outlines his theory that the killings are a conspiracy to build a rival supermarket on land where a highway bypass is to be built, only for the actual reason being that the people had an annoying laugh or their house was ugly was so brilliant. Love that movie.

Maybe Poltergeist? The HOA just moved the gravestones, not the bodies. Hence the whole haunting thing going on.

It's not an HOA situation, but in Midnight Madness, the landlady is a bit of an asshole. Although, none of the other characters are exactly angels either, so there's no traditional heroes here when everyone is an asshole in this movie...
