Neoliberals since 2016 used the "victory fund" to steal from state parties and hoard it, then doled it out when people they did something they wanted.
If someone did something the neoliberals didn't like, theyd pressure the state party to disown that politician, and if they didn't they'd cut off funds to the whole state.
2 weeks after Schumer and Jefferies got leadership, Ken Martin got the DNC and key to the "victory fund". He stopped the program and dumped all that money back to state parties already.
It's not just that Schumer and Jefferies no longer have access to that power, that power is gone.
