Simple math error. They counted limbs, then divided by four.

That's what happens when your way of counting humans is an equation I guess.

Typical race condition because birth is not an atomic operation. Count function was called when baby was half in / half out.

They are probably using a formula to count, and forgot to round off.

The number is based on the average birth/death rates around the world, which aren't exact, so there are sometimes a few quirks when it comes to statistics like these, like a weird decimal. As it turns out, there isn't some omnipresent being whose job is to count as all, and no, centaurs, mermaids, and other similar "half humans" unfortunately do not exist.
Scott Weiland said in his song Creep that he was "half the man he used to be". Maybe it's someone like that.
Since this is only counting humans, they've dropped the half biscuit.
